---- — The Pella City Council approved a resolution, following a public hearing, to continue progress for the Pella Sports Park Project. This resolution approves the plans, specifications, form of contract, estimate of costs, accepts bids and awards the contract for Pella Sports Park Project to Todd Hackett Construction.
On March 6,2012 the Pella City Council approved a partnership (28E) agreement with Fields for Our Future, Inc. (FOF) for the purpose of creating a sports park in Pella. Phase I base bid work generally consists of installation of 5 baseball fields, multi-purpose fields, approximately 175 parking spaces, a paved entrance drive, a utility building, a concessions building, a restroom facility, site utilities, irrigation, landscaping, and wetland mitigation. Alternate bid items include additional landscaping, field lighting, additional shade structures and upgrading the concrete thickness for the pavements areas from four inches to five inches. The engineer’s opinion of probable costs for the base and alternate bids was $6,101,999.
There are additional items to be completed during Phase 1 of the project that are not included in the base bid price or alternates. These items are to be purchased direct and/or under separate contract these items include bleachers, signage, garbage cans, picnic tables, portable cricket pitch, portable pitching mound and playground equipment with a total estimated cost of $249,935.
The City pledged $2,500,000 of local option lax revenues for the project thru the City’s 28E Agreement with Fields For Our Future. In addition, during the FY 13-14 Budget process the City allocated an addition $100,000 of funds to enlarge the maintenance facility in order to move our Parks Division to the complex. At the time the FY 13-14 Budget was adopted, the maintenance facility had an estimated cost of $200,000; however, since the budget process, staff has received updated estimates on the cost of the maintenance facility which is now $250,000.
The City has expended approximately $785,417 which leaves the City’s remaining balance of $1,864,583. Staff believes the City’s remaining funding allotment can be covered with existing local option revenues and cash on hand. Likewise, the City has also received written confirmation from Fields For Our Future approving the construction contract and accepting responsibility for funding their share of the construction contract as stated under the City’s 28E agreement.
With the approval of this resolution, the Notice to Proceed is scheduled to be issued on or before August 23, 2013. This project has a substantial completion date of August 1, 2014 and a final completion date of September 30, 2014. This resolution also gives the Public Works Director, Denny Buyert, authorization to issue the notice to proceed once the contract, bonds, insurance certificates and appropriate permits are in proper order and fully executed.
