---- — The Pella City Council got right to work on Tuesday evening during their regular meeting, as they approved a resolution, following a public hearing, in regards to the Street Overlay and Repair Project 2013.
This resolution approves the plans, specifications, form of contract, estimate of costs, and receiving of the bids for the Street Overlay and Repair Project 2013. In addition, the resolution also awards the construction contract to Morris Asphalt Paving Co. LC for $293,421.47.
With the harsh winter these past several years and the many freeze/thaw cycles that we have experienced, City staff believes that is it critical to mill off 2” and place a 2” asphalt overlay on the streets listed below as soon as possible. This overlay project will seal these streets and prevent water/ice from causing continued damage thereby prolonging the life of the entire street an estimated 10 to 15 years.
The streets identified in the plans and specifications are as follows:
-East 3rd St from Franklin to Washington
-West 3rd St from Fanklin to Washington
-West 3rd St from University to Peace Broadway St from Adams to Park Lane
-Broadway St from University to Oskaloosa Post Office Alley from Broadway to W. 1st
Although bid packets were sent out to three contractors, only one bid was received at the letting held on July 30, 2013. The bid was from Norris Asphalt Paving Company of Ottumwa, Iowa. The major reason why we received only one bid is that hot mix asphalt (HMA) needs to be delivered to the project site at a consistent temperature greater than 250 degrees Fahrenheit. Therefore, distance from the project to the plant is critical. Other potential competing companies are 65 miles away. Norris Asphalt is planning to have a satellite plant located 8 miles away. The price of fuel to travel to the site also plays a part in the bid process.
The bid received from Norris Asphalt totaled $293,421.47, which was over our engineer’s estimated cost of $219,403.00. However, City staff does not believe that there is any benefit in rebidding due to limited asphalt contractors in our area. The street department will be repairing curbs and several large concrete patches on the Broadway segments at an out of pocket cost of approximately $15,000 prior to the overlay. We will also be performing the “Fixture Adjustments” in the contract, thereby reducing this contract by $5,000.
The project is to be completed by November 15, 2013.
Financing for the project will be provided from the Local Option Sales and Services Tax Fund.
