State pushes sewer deadline back

Pella — Pella and the Iowa Department of Natural Resources are working together to solve a sewer issue that emerged in April.

Concerns were raised this spring after the city installed a flow metering device downstream from the proposed West Fourth Street relief sewer. The measurements suggested there was severe infiltration in the line, and observations made by people to check on the situation supported that conclusion.

The issues found this spring have a direct impact on concerns dating back to 2010. The city and IDNR originally signed an administrative consent order to address hydraulic overloads in the sewer system. The order indicated at least five instances in which the maximum design flow was exceeded at the treatment plant since 2008.

Pella and the IDNR reached an agreement on a plan to solve the problem in November 2009 and the order was issued in June 2010. The initial solutions included an equalization basin near the wastewater treatment plant, improvements to lift station No. 2 and the force main, along with replacement of the East Third Street sewer.

The original target date was this October. Replacement or expansion of sewers on West Fourth Street had a target date of October 2014. But those targets are being pushed back. Both Pella and the IDNR believe more investigation is needed, so the new date for completion is October 9, 2014.
