During last week's Pella City Council meeting, a resolution was approved in regards to a Comprehensive Plan Amendment for Future Transportation System.
This resolution amends the City's Comprehensive Plan to provide a future transportation connection between the intersection of Main Street/Big Rock Road and East Park Lane. As background, as a part of the discussions concerning the senior retirement community development on the north end of town. Council discussed the need for improved transportation connections between Main Street and Hazel Street. During the Policy and Planning meeting on March 20, 2012, staff was directed to proceed with an amendment to the City's Comprehensive Plan to provide for a connection between Main Street and East Park Lane.
Over the last nine months, the Planning and Zoning Commission has spent a considerable amount of time on this issue trying to identify routes that could accommodate property owners who may be impacted if a future thoroughfare would be constructed between the intersection of Main Street/Big Rock Road and East Park Lane. The route alignment addresses the concerns expressed to the Planning and Zoning Commission while at the same time provides the framework for a future connection route directly from Big Rock Park Road east to Hazel Street/East Park Lane.
The Planning and Zoning Commission unanimously recommended approval (11 to 0) of the proposed amendment at their November 26, 2012 meeting.
Council also approved a resolution Authorizing the Submittal of the Five Year Capital Improvement Program for the Pella Municipal Airport for Possible FY 2014 Through 2018 Federal Aviation Administration (FAA) Grants.
Annually, the City receives $ 150,000 in entitlement funds from the federal government. To receive federal assistance at the airport, the City must submit to the Federal Aviation Administration (FAA) a projected five year Capital Improvement Program (CIP) and Long Range Needs Assessment.
The five year CIP can change annually with the needs and priorities of the facility and the City is not obligated to undertake any of the projects. Rather, this plan will be used as a guide in drafting the capital improvement plan for the City's annual budget process. Major items included in the plan are:
-FY 2014 pavement and apron repairs to the airport runway for an estimated cost of $330,151,
-FY 2017 pavement repairs and joint sealing to the airport runway for an estimated cost of $153,345.
Funding for the CIP projects will be 90% from federal funds with a 10% local match.
A resolution approving Engineering Services Agreement with Garden & Associates for the Hazel Street Reconstruction Project was approved last week during the meeting.
At the Policy and Planning meeting on November 20, 2012, staff discussed with Council the proposed street projects for the 2013 construction season. The reconstruction of Oskaloosa Street from Prairie to E. 16th Street (including replacing all utilities) was scheduled to begin in 2013. However, with the Power Plant deconstruction project expected to be taking place during the 2013 construction season, staffs recommendation was to move this street replacement to 2014 to minimize road closures on Oskaloosa Street. The Hazel Street Reconstruction from Washington Street to Jefferson Street was originally scheduled for FY 14-15. However, this road segment has deteriorated much faster than several others due in part to multiple water main and sanitary sewer failures along this route. Therefore, staff recommended the reconstruction of Hazel Street take place during the 2013 construction season. At the conclusion of the discussion, staff was directed to proceed with securing engineering services for the Hazel Street Reconstruction Project.
This recommended resolution approves an engineering contract with Garden & Associates in the amount of $107,800 for the Hazel Street Reconstruction Project. Based on past experience, such as with the North Main project, Garden & Associates have been very competitive in price, are professional in all aspects of their product delivery, are essentially a local company, and continue to give us excellent service, in addition, staff believes their fees are reasonable in relation to the scale of the project.
This project will involve the complete street replacement of Hazel Street from Washington Street to Jefferson Street; replacement of the existing 6" water main with a new 8"; lining the existing sanitary sewer main; and installation of new storm sewer and intakes including sub-drains.
The street portion of the project will be funded with local option revenues while the water and sewer main portions will be funded by their respective utilities. Pella City Staff believes the project will be ready for construction summer 2013 following Tulip Time and will be completed by October 15, 2013.
Change Order No. 2 in Connection with the 15kV Switchgear and 69 kV Control Panels for the Clark Street Substation was next up for approval for council.
This resolution approves Change Order No. 2 with Harold K. Scholz Company for $6,100 in connection with furnishing the switchgear and control panels for the dark Street Substation Project. As Council is aware, the proposed dark Street Substation is an integral part of the City's power supply plan and is needed to serve the electrical load that is currently supplied by the Power Plant's electrical bus bar.
As background, on May 15, 2012, Council awarded a contract to Harold K. Scholz Company for $468,000 for the 15 kV switchgear and the 69 kV control panels for the dark Street Substation. On September 18, 2012, Council approved Change Order No. 1 that included three additional lighting arresters, thirty three ground studs with boots, and the installation of safety related push buttons and LED lights to reduce fault current (arc flash).
Change Order No. 2 is for $6,100 and includes the addition of three meters with distributed network protocol (DNP) for communication with SCADA and current transformers. Staff requested these meters be added to the power sources (substation transformer, bus tie, and plant tie) feeding the switchgear to provide a quick indicator of power flow upon entry into the station. These meters will allow line personnel to quickly see flows displayed on the gear which reduces human error and is extremely important when power outages occur and time is of the essence. The meters should have been included in the original plans and specifications, but due to a staff oversight, they were not. The City's contract with Harold K. Sholz will increase to $479,975.
With the final resolution of the evening, council approved Change Orders No. 2 and No. 3 in Connection with the Clark Street Substation
This resolution approves Change Orders No. 2 and No. 3 with Harold K. Scholz Company totaling $62,251.50 for the Clark Street Substation Project. As background, the proposed Clark Street Substation is an integral part of the City's power supply plan and is needed to serve the electrical load that is currently supplied by the Power Plant's electrical bus bar. On June 19, 2012, Council awarded the contract for construction of the dark Street Substation to Harold KL. Scholz Company in the amount of $1,270,745.82. On October 16, 2012, Council approved Change Order No. 1 that included the additional hauling of 860 yards of excavated material to the Marion County landfill for $17,286.00.
Change Order No. 2 is in the amount of $7,198 and is for the additional cost to remove two existing 24 and 30 inch steel pipes along the north side of the Power Plant. These lines were not identified on the original bid documents. The work includes excavating, removal, disposal of materials, and backfilling.
Change Order No. 3 is for $55,053.50 and includes the following:
-Reconfigure the duct bank to Pella Corp: $3,375. This was incurred due to underground utility conflicts that were not readily identifiable prior to beginning excavation of the duct bank.
-Construct a 6' removable lid on the west vault on Oskaloosa Street: $1,838. This change was necessary when the manhole dimensions were changed to fit between existing structures and utilities in the ROW.
-Removal of transformer and pier spoils, five loads of debris, and removal of 4" gas main:
$6,344.00. The original plans and specifications required the spoil material to be placed in the coal yard; however after further analysis, staff determined the spoil material needed to be transported to the landfill, in addition, the abandon gas pipe was not identified in the original plans.
-The original plans did not contain abandon footings that were discovered in the right-of- way near American Wood Fiber. These footings needed to be removed to accommodate the installation of the Pella Corp feeders: $4,309.
-Relocate the transmission line along the south side of the coal yard: $39,187.50. After the original contract was bid, staff determined the transmission line that abuts the coal yard would need to be relocated to accommodate the deconstruction of the City's power plant. Staff believes moving the line now will avoid having to move some of the structures for the dark Street Substation twice and avoid mobilization charges associated with bringing in crews a second time once the deconstruction begins for the power plant.
